Man Defending His Rights Claims Innocence Amid Accusations of Creepy Behavior Near Norwalk School

A community in Norwalk, California is facing growing concerns over a man who has been lingering near New River Park, causing parents and children to worry about their safety. Multiple parents have reported seeing him in his vehicle after school, taking photographs and engaging in suspicious behavior. When confronted, the man refuses to provide a specific answer and claims that it is his right to be there.

According to one parent, the man is seen daily in his vehicle with a blanket, a laptop, and his phone. A 13-year-old student even claims to have witnessed him masturbating to kids. She also insists that he has taken photos of her on multiple occasions. Parents further allege that the man tries to get the attention of children by offering them various items. One parent even managed to capture a photo of a student who supposedly received a cigar from the man in his vehicle.

In response to the situation, Norwalk City Council member Rick Ramirez took action by installing surveillance cameras outside a children’s recreation center at the park. Additionally, New River Elementary attempted to deter the man from returning to the location by placing a tarp on the school fence. However, these efforts have thus far proven unsuccessful.

Ramirez expressed his concern for the safety of the parents and children, emphasizing that he does not want them to take matters into their own hands. The man in question denies any wrongdoing and dismisses the accusations as baseless animosity. He compares himself to historical figures who fought for their rights. Despite parents contacting law enforcement and public safety, no action has been taken due to the man’s right to film in a public place.

The situation remains ongoing, and Fox 11 will continue to follow and report on this developing story.
