New Jersey Parents of Slain Tennessee College Student Demand Stronger Laws to Prevent Repeat Criminals

Jillian Ludwig, an 18-year-old freshman at Belmont University in Nashville, tragically lost her life while jogging in a public park near her campus. On a sunny afternoon last Tuesday, she was struck in the head by a stray bullet, killing her instantly. Jillian’s mother, Jessica Thorn Ludwig, revealed that her daughter had recently taken up jogging as a healthy habit, going three to four times a week.

The incident occurred at Edgehill Community Memorial Gardens Park, just a few blocks away from Belmont University. Jillian was running on a track between her classes when she was hit by a bullet that was intended for someone else, according to the Nashville Police Department. The alleged shooter, 29-year-old Shaquille Taylor, a repeat offender, was arrested in connection with the shooting. He is currently charged with aggravated assault and evidence tampering. A judicial commissioner set his bond at $280,000.

Jillian’s father, Matt Ludwig, expressed his frustration, stating that the tragedy could have been prevented if the existing laws had been effective. He emphasized the need for change to ensure that repeat offenders who are deemed incompetent to stand trial are not immediately released from custody.

The criminal affidavit revealed that Taylor was aiming at a target named “Lil Greg” when he fired the shot that struck Jillian. After fleeing the scene, he returned to his apartment and attempted to dispose of the weapon. Taylor informed his girlfriend about his involvement in the shooting, which led to his arrest.

Records from Davidson County show that Taylor had previously been charged with aggravated assault with a deadly weapon and theft. However, the aggravated assault case was dismissed when Taylor was found incompetent to stand trial. The Nashville District Attorney’s Office confirmed that three court-appointed doctors had unanimously testified to Taylor’s incompetence due to an intellectual disability and language impairment. As a result, the case was dismissed, and Taylor was released from custody in May 2023.
