Texas Sheriff Greg Capers is under investigation by the FBI following allegations of corruption from his own deputies. The investigation was prompted by a woman named Jenifer Jones, who contacted the FBI about what she believed to be mishandling of her brother’s murder case by the sheriff. Jones met with FBI agents on two occasions, providing records and evidence of misconduct by Capers and his staff. The agents focused not only on her brother’s case but also on other potential civil rights violations. These allegations against Capers come after an AP investigation revealed a pattern of ignoring deputies’ misconduct and prioritizing asset seizures over proper police work. It is unclear when the FBI investigation will conclude, and Capers has not yet responded to requests for comment. However, his second-in-command stated that their office welcomes outside scrutiny. The investigation into Capers follows years of complaints from his staff to state and federal law enforcement agencies. While Capers gained attention for his leadership during a mass shooting incident, he also faced criticism for inaccuracies in reporting deputies’ response time and neglecting the concerns of some residents. Jones’ efforts to bring attention to her brother’s case were spurred by the increased scrutiny on Capers following the mass shooting. Her brother’s murder case had been dropped in 2022 due to insufficient evidence, but Jones believes it was inadequately investigated and that another individual is responsible. The district attorney of San Jacinto County could not comment on the FBI investigation but confirmed that the case against Dodge’s son had been dropped due to lack of evidence. Jones provided the FBI agents with a police consultant’s report that likened the sheriff’s office to organized crime, which county leaders had ignored. This report was considered a “red flag” by the agents. Jones met with the FBI agents again in October, providing additional records and contact information for others interested in sharing their grievances against the sheriff. She hopes that this investigation will provide county residents with an external authority to address their complaints against the sheriff’s office.
