In a significant announcement, Union Home Minister Amit Shah declared in Parliament on Wednesday that 24 seats in the Jammu and Kashmir Assembly have been reserved for Pakistan Occupied Kashmir (PoK) because “PoK is ours.” Mr. Shah made this statement while presenting the Jammu and Kashmir Reorganisation (Amendment) Bill, 2023 in the Lok Sabha. He highlighted that previously, Jammu had 37 seats, but now it has 43, while Kashmir had 46 seats, which has increased to 47.
To ensure fair representation, the Centre established the Delimitation Commission for the delimitation of assembly and parliamentary constituencies in Jammu and Kashmir, which has allocated 24 seats for PoK. The commission took into account the applications from various communities, including Kashmiri migrants and those displaced in PoK, regarding their representation in the state assembly. Consequently, the Election Commissioner of India has nominated two seats for Kashmiri migrants and one seat for a person displaced in PoK, which has been illegally occupied by Pakistan.
Mr. Shah emphasized that the Jammu division now has 43 seats, whereas Kashmir has 47 seats. Additionally, there will be five nominated members in the Jammu and Kashmir Assembly. He made these statements during the Lok Sabha debate on the Jammu and Kashmir Reservation (Amendment) Bill, 2023 and the Jammu and Kashmir Reorganisation (Amendment) Bill, 2023.
During the discussion, Mr. Shah also highlighted that these bills aim to provide justice to those who have faced injustice. According to statistics, approximately 46,631 families and 1,57,967 individuals were displaced within their own country. The purpose of these bills is to grant them rights and representation.
