Japanese Prime Minister Fumio Kishida is expected to discuss the case of a detained company executive during his meeting with Chinese President Xi Jinping at the APEC summit in San Francisco. The arrest of the Astellas Pharma employee, along with other Japanese nationals imprisoned or under investigation in China, has had a significant impact on their economic ties. Tokyo officials have described the situation as a considerable chilling effect on business, leading to a decrease in foreign investment and an exodus of expats. The US ambassador to Japan, Rahm Emanuel, stated that Japanese businesses are reconsidering their operations in China due to concerns about safety. The detained executive, Hiroshi Nishiyama, was arrested on suspicion of espionage in March, and Japan’s Chief Cabinet Secretary has called for the early release of Japanese nationals detained in China and a transparent legal process. The arrest of Nishiyama has attracted attention due to his high profile and close connections to officials in both countries. Japanese government officials have reported an increase in concerns from business people about the safety of traveling to China. Japanese companies in China have advised their employees to maintain a low profile and be cautious in their activities. As a result, Japan’s net foreign direct investment into China has declined, reaching its lowest level since at least 2014. A recent survey of Japanese companies in China revealed that half of the respondents plan to reduce their investments this year. The reasons cited for caution included sluggish demand, cross-border regulations, and concerns about the risk of investment in China. This situation has also impacted the number of Japanese expats in China, with a steady decline over the past decade. Real estate agents in Beijing have mentioned that the Astellas case has had a significant impact on Japanese clients, with individuals refusing assignments in China due to fear of legal trouble. Even pro-China business executives in Japan are becoming wary of security risks in China. While the economic relationship between Japan and China remains important, finding Japanese staff for offices in China may become more challenging.
